Summary

Implement ordered comparison chains with left-to-right, single evaluation and short-circuiting. Add parser, analyzer, codegen, native execution coverage, and update SEP-032 and language documentation.

Depends on #62, which is merged.

Verification

• Ruff format and lint passed
• Fast suite: 2220 passed, 1 skipped, 35 xfailed
• Native comparison and example tests: 115 passed, 24 xfailed
• Mypy retains pre-existing repository errors.

Lower ordered chains with one evaluation per operand so effects stay predictable and later operands remain short-circuited.
